This petition would change the electoral college process by making an American's vote count more during an election. All states will not be "Winner Take All" when it comes to awarding the electoral votes during presidential elections.
Why would an American feel the urge to vote in a state that is against their political views as a whole knowing their vote is in vain. But if a voter's congressional district shares their beliefs, then that district's electoral vote should go to the candidate that wins that district, regardless of the outcome for the entire state. This will give Urban and Rural voters a larger voice in determining the election outcomes.
