Change Federal Student Loans to a flat 10% fee or a 0%APR

If a person takes out a federal subsidized or federal unsubsidized student loan, they should be charged a flat 10% fee for the entire loan or a 0%APR. Meaning if a person takes out 20,000, they would repay 22,000 (the 20K plus 10%) or they would repay 20,000 (at 0% interest). federal savings bonds interest rate is 1.64%, most car and mortgage loans are from 4-8%. Why are we punishing people just starting their lives, trying to start families, and purchase homes, with 6% interest on loans that can't be removed in bankruptcy? Instead, charge people starting their lives this low fee or no interest.
