Change the federal tax law to stop all type of deductions except for payment of health insurance premiums and retirement savings. All income regardless of the source or type is considered gross income. The retirement deduction is considered a deferred income. The health insurance premiums can be for any person(s) and any type of insurance (i.e. medical, dental, vision, etc). Develop brackets based upon income levels and status. Any income under $20K would not be taxed. All other forms of taxes and fees are eliminated (I.e. telephone, gasoline, estate, etc). The only exception is legal fines and penalties which remain at present levels.
