Change the Filibuster Rule to Reflect the Will of the People.

With the present filibuster rule, Democratic or Republican Senators representing as little as 25% of our people can block a bill.

Change the rule to pass a bill to the floor for limited debate and final vote when senators representing a majority of our citizens vote in the affirmative. For simplicity, give each Senator's a number of votes equal to half their state's electoral votes. Then a filibuster would be broken by 270
votes.

This will restore a balance between urban and rural areas and allow our dysfunctional Senate to once again become responsive to the will of the people.
