change funding mechanism for K-12 education to allow kids from poor localities a decent education

In our civil society, we provide free K-12 education for all, as we as a society understand and value education, realizing that it is the sole mean by which we progress as people and subsequently as a nation. But having K-12 education funding come from local taxes is counterproductive, ensuring poor kids attend underfunded poor schools and thus remain essentially semi-educated and totally unequipped to complete and move ahead. Request is for the President to spearhead, in his final year in office, concerted efforts to change how USA funds K-12 education. We say on paper that we do not discriminate, but indeed we do in implementation by ensuring sub-standard education for the poor kid. Every school must receive equitable funding per student, irrespective of the wealth of its locality.
