Change the guidelines and requirements to open a Amber Alert and to Update the Amber alert system..

I feel we need to change the guidelines that law enforcement follow to determine if a Amber Alert should go out. There are to many children coming up missing with no Amber Alert for them. I also feel the Amber Alerts that are issued needs a update. When the Amber Alert breaks threw there is no picture of the missing child and it is very hard to understand the announcer. With Technology as it is today we can benefit with a clear picture of the child and a clear recording of the description as well. It does no one any good if we are unable to hear who is missing and have no picture of them.Please our children are our future and we need every chance possible to protect and save them. Thank you
