change the gun licensing process so that a person must pass a mental exam before getting a gun.

Many mass shootings are caused by mentally ill people. For example, the Virginia Tech massacre was caused by a man with selective mutism and a major depressive disorder. The Sandy Hook shooter, Adam Lanza, had a personality disorder and autism. However, those people weren't formally diagnosed as mentally ill, so they purchased their guns and ammunition legally. We need to change the gun licensing process so that people must pass a mental exam (and the NICS background check) no more than one week prior to obtaining a gun. If they pass the exam, they can have the right to bear arms and can purchase guns; however, their mental health must be checked every 6 months. If at any time they do not pass the exam, their right to bear arms must be taken away so that they do not kill innocent people.
