Change Halloween to the last Saturday of October

Changing Halloween to the last Saturday in October would make the holiday easier for families to celebrate and make it a more community involved holiday. It will also result is less loss of production from fewer hung over employees when Halloween is on a weekday or is directly followed by a weekday resulting in economic growth. There are virtually no downsides to changing the holiday from a specified date to a specified day of the month.
