Change the health care mandate to where it only applies to individuals and companies making over a certain amount

The health care mandate is flawed as to who it will enforce it upon. What if a person cannot afford to pay for health care or the mandated "tax" that will be applied if you don't pay? Does that individual then go to jail? What about smaller companies that cannot afford health insurance plans for its employees? Also if we are to enforce the mandate on larger companies should the law also require that those companies cannot cut back on workers hours to dodge paying for there health insurance? I am hereby petitioning the American Government to revise Obamacare to include these issues.
