Change health care to where people can be billed with improved health, not for being sick and terminally ill.

The sick, the dying, the poor, and their families, can only afford so much until they are either dead, in debt, and/or bankrupt to the point of no return. It is more than financially scarring, it is inefficient and cruel to only assist people who can afford it. The question if people are really more valuable sick than they are physically healthy to afford healthcare is something to consider if there really needs to be change in our system.
