There is a flaw in our system, and that flaw is the Helms Amendment, which concerns the restriction of the use of U.S foreign aid funding to be put towards abortions facilitated in U.S. funded clinics worldwide. When this Amendment was enacted in 1973, the thought of incest and rape victims hadn’t come to mind.
