Change House rules for how bills may be brought to the floor for a vote.

This change to the rules would allow either the Majority Leader or the Minority Whip to bring up to 10 non-appropriation bills per year to the floor of the House for a vote, without first going through committee. This allows for both sides to bring forth bills without them being blocked by the majority party - but only if it is a really important issue, since they only get 10 per year. This would guarantee that all voices could be heard on important issues. It would make the process of attempting to get 218 signatures on a petition unnecessary in most cases and would let the American people believe that their voices could be heard, no matter who is in the majority. It would not guarantee that the bills brought forward would pass - only that they would be heard.
