Every individual, family, and business, as well as other financial entities must "balance" that entities budget. Not doing so leads to financial despair. The federal government no longer is governed by this principal, and seems to have all together forgotten that a balanced budget requires income and expense to be equal. We the people demand that our government reevaluate federal budget process to mandate the budget to be written in the form of "Percentage of a whole", as well as dollar figure, limiting the accumulative percentage to 100%, which would EQUAL total federal income. Also enforce that no greater then 5% of budget is allowed to pass as "Discretionary" on its own, or under any other primary category, or by any other name.
