change how we pay in on insurance when we get nothing back even if we do not get sick or hurt over a one year period

I a standing us citizen petition. that all healthcare insurance companies reimburse all paying members 25% of what their total pay in was over a one year period. only if they had no claims or anything other medical payments through out the fiscal year.
