Change the income levels to qualify for public assistance based on adjusted Gross Income due to mandatory coverage laws.

With the passage of the ACA, millions of families now required to carry health insurance coverage find themselves under the poverty line after premiums & deductibles (which has tripled for us) come from our gross income. Any financial assistance programs available from DSS base ones qualification on a family's gross income, not taking into consideration $700 premiums monthly and $7,000 deductibles. This leaves families hungry, unable to make ends meet and struggling to survive in order to be compliant with federal guidelines lest they be penalized financially. This is unethical, cruel & inconsiderate. If healthcare coverage is required by law then the monetary costs should figure into an individual or families adjusted income thus qualifying then to Medicaid and FNS. This is common sense.
