Change Independence Day from the 4th to the First Friday of July

Currently when we celebrate Independence day we do it on the 4th of July. Unless this date falls on a weekend, in which case, the Legal Holiday is the weekday closest to the 4th.
The problem is if the Holiday falls on a Monday, Tuesday, Wednesday or Thursday, people will be watching fireworks that take place, in many parts of the country, well into the night. This causes many people to get up the next day to go to work with inadequate amounts of sleep. This can cause everything from loss of productivity to increases in auto accidents.
The solution is to change the Holiday so that it is celebrated on the First Friday of July instead. The only exception would be if the 4th fell on a Sunday. In which case the legal holiday would be the following Monday.
It will also create a 3 day weekend.
