Current tax codes allow refunds that exceed the amount paid in based on certain tax credits. These tax credits, ie, government handouts, should not allow people to receive more money then they paid in. No one should be "paid" by their tax refund to where they're gross income increases from it. Tax credits should only allow you to zero out what you paid in.
