Change to the law prohibiting Government Employees from taking the fifth amendment when testifying in front of Congress

The Purpose of this petition is to request the Administration to help push for a clarification of the 5th Amendment of the Constitution or a Constitutional Amendment to specify that a tax-payer funded Government employee (Civil Servant) cannot "plead the 5th" when testifying in front of Congress who are investigating potential wrong-doings by government employees.

If Congress is conducting an investigation or has subpoenaed a Government employee to give sworn testimony, it should be a crime for a person that is serving the people of this country not to be transparent and forthcoming with all testimony and answers posed to them.
