Change Law so other states other then home state can take jurisdiction under certain events with out home state ok

I am wanting to change the law of the uniform child custody jurisdiction and enforcement act to state and have certain criteria that another state can take jurisdiction with out the approval of the home state. I am writing this because we live in one state and the home state has jurisdiction we have found out that my step son was being raped by his father and the home state will not give up jurisdiction so that the other state were we are can take the case over.
