The Animal Abusers need to have stricter punishment for their abuse. Fines are not severe enough. They need to serve actual time. Also no contact with any animals for life. Have them work in an animal facility where they clean up poop etc and do the manual cleaning of the kennels. Also wear a sign in public for a designated time saying Animal Abuser. Change the laws to fit the crime. Animal Abuse leads to Human Abuse
