Change laws to impact companies that knowingly allow spammers and scammers on their voip networks.

With the flow of information available on the net, and compromised systems, we see a greater number of phone and email scams / spam. Many providers won't do anything about it if their services are 'paid-for' services. We believe that companies that knowingly allow it to go on should be penalized. Scam callers are the worst, they call and call and call, all times of the night and day. They sometimes answer, they sometimes don't, they leave rude harassing messages, and the cops can't seem to do anything about it. That is the problem we want fixed, and a problem we won't see fixed until the provider is held responsible. Online websites are held responsible for their members if they don't abide by provisions in DMCA or other laws. Why shouldn't VOIP and Email/Text Companies be held the same?
