Change the laws on levying bank accounts if it's a child's bank account.

I would like to petition the government to change the laws about garnishment of bank accounts. Any form of garnishment should not be allowed on a child's bank account even if the parents signed to help open the account. Because the money belongs to the child not the parents, banks just wont let kids open one without a parents signature.

Reason for this petition is that I am an 18 year old living in the state of Washington and just had this happen to me. The state said that she had to pay back unemployment that she was already paying on and had asked her for more money. The state won a garnishment because we never received notice that it was going to happen. I ended up losing $200 out of my bank account because my moms signature was on the account.
