Title I of the Oil Pollution Act of 1990 (33 U.S.C. 2701-2761) needs to be amended so that the legal definition of what qualifies as "oil" is changed to include any and all types of oil or crude oil, no matter the state of process in which the oil or crude oil may be in, in this manner any and all types of oil spills will be the liability of these giant oil corporations and these laws should require said oil giants to PAY for these infractions at full cost to them, and no cost to the TAXPAYER. Also, the Oil Spill Liability Trust Fund should be amended so that it is no longer a taxpayer funded relief fund, all oil pollution cleanup funds should be funded by OIL COMPANIES NOT TAXPAYERS.
