Change the legal drinking age to 18

on July 17, 1984 Congress changed the legal drinking age from 18 to 21. Young adult's aged 18-20 are still drinking and will continue too whether or not its legal. Underage drinking is something that is an issue in our country and won't end anytime soon. Why not change the legal age and reduce the illegality of this issue? Marijuana just became legal in two states. Don't you think its time for a reform of the legal alcohol drinking age too?
