Change the legal drinking age for beer and wine to 16, and the legal drinking age for hard liquor to 18.

While there should be a limit on the amount of consumption while operating a vehicle/etc, I believe this would cut down on the amount of unnecessary citations given to young teens. In addition, this would cut down on the amount of legal (21 year olds) drinkers who are newly exposed to alcohol and aren't aware of how much they can alcohol they can handle, leading to alcohol poisoning and possibly even death.
