People who have worked most or all of their lives and become disabled receive SSD. SSA assumes that this group has medical insurance or cobra from their last job. Presently, this is no longer so in most cases due to the economy. Most people in this group cannot afford to purchase medical insurance and receive a little too much to qualify for any other program. People who have never worked or have very little work history receive SSI. This group is entitled to receive medicaid immediately. It seems to be a very unfair rule that needs to be rectified. It is a known fact that about 4% of people receiving SSD die before they are entitled to their medicare. This group has medical issues that need to be addressed now. It is an outrage to have to wait two years.
