Change the Military policy of allowing an officer with no combat experience to lead people in combat.

A recent article in the New York Times, about a petition by politicians regarding the case of First Lt. Clint Lorance, stated that this man was placed in a leadership position over others in combat without having any combat experience himself.
I am looking for the United States Military to change this policy so that when an officer is placed in charge of a group of people in combat without themselves having combat experience, this is done as a last resort. This petition is to request the military leadership to come up with alternatives that can provide an officer with combat experience in the field in a non-leadership capacity for a specific period of time prior to taking a leadership position where combat is highly likely.
