It is well researched that there is a spectrum of risk behaviors. It varies between individuals, especially under duress. As such, given the stakes of Nuclear War, it is prudent to mitigate against excessive risk tendencies.
Unless another process is more determined appropriate, it is recommended to distribute this responsibility between the elected majority and minority leaders of the Senate and the House in the following manner:
- Each chamber leader has an anonymous vote preset to launch.
- Upon launch sequence initiation by the president, if 3 of 4 leaders, within a given time period, switch from launch to no-launch, the launch is suspended.
- If enemy launch is detected under any circumstances, the no-launch status is over-ridden, and the discretion falls back to the president.
