Change OPM Regulations to allow the use of military leave for combat veterans to attend VA Appointments

Petition for OPM to allow the use of Military leave by Employees who are members of the Reserve and National Guard to attend VA appointments for service related medical or psychiatric issues. In it's current form, 5 U.S.C. 6323 grants members of the Reserve and Guard 120 hours of "Military Leave" per fiscal year for training and Duty time only. This petetion is to change the law to allow the use of "Military Leave" by combat veterans to attend VA appointments for any Service related issues.
