Over the last few years Millions of Americans have been blasted with robocalls ranging from offers for cruises , alarm systems, credit card interest reduction , etc.
When the FTC rarely catches someone, they are given a small fine because it's a civil thing.
The only way this will stop is by setting an example and making this a criminal offense. Put these scammers in jail. Set an example for the other scammers. Let them know we aren't going to back down and will punish those harassing us daily
