Change the penalty of sexual battery involving a victim under the age of 13, nationally, to a 1st degree felony.

In the state of Ohio, among other states, it seems that we let the molestation and rape of child victims with a slap on the wrist. Do we not care enough about our children that we let a predator rape and or molest a child and receive a 2nd degree felony punishable by 2-8 years in prison? 2-8 years usually ends up being closer to 2 years because of our full prisons. We can not let sexual predators keep getting away with small jail sentences and slaps on the wrist. What is justice? Probably something more along the lines of Capitol punishment but I know that is not going to happen which is why I suggest we at the very least make this crime nationally punishable with a 1st degree felony charge.
