The rules of this petition process have been modified several times in an effort to better capture the will of the people. But the process captures it in an unbalanced way, reflecting only those people who are FOR a petition request, but not AGAINST it. Therefore we ask the Whitehouse to modify this petition process to also allow votes AGAINST a petition. The total number of votes a petition gets would then be the net of the FOR votes minus the AGAINST votes.
