Change the policy of 10 U.S.C. 1174 to stop recouping disability payments to pay back non-disability severance payments.

10 U.S.C. 1174 Allows the government to recoup severance payments to veterans from their disability payments. However, not all severance payments are disability connected, therefore disability payments should not be withheld to repay the non-disability connected severance amount given to the member when involuntarily discharged from the U.S. Armed Forces, regardless of the existing policy.
