This would mean that in cases like Bradley Manning’s where none of the information directly risked real lives and only exposed secrets about bombing and drone strikes Manning would be held less accountable, but in situation where real espionage from foreign powers or to “Aid the enemy” the perpetrators could be found guilty as the law stipulates now.
