Change policy for GS employees who are hired overseas-allow continued employment stateside once spouse retires from ADAF

Currently when Active Duty military retire, their spouse who is in the GS payrole system will have to compete for jobs as they have never worked in the system before. Example: 11 year GS employee can not compete for jobs that are listed internal hires. With the hiring freeze, these employees will be removed from the system and have to start over if the hiring freeze isn't lifted.
