Change the policy where foreign nationals pay more taxes than a United States nationals or permanent resident.

I been witnessing lately that foreign nationals (H1B, L1., B1/B2, F1, etc visa holders) comes to US, plans to stay in US, make money in US, and then transfer those money to their home country. They get equal or sometimes more benefits or services than a US citizen/permanent resident. I think this should be changed. I think it is unfair for a US citizen or a permanent resident of United States.
If anything needs to be change in upcoming years for future of United States of America then this thing needs to be change. Either foreign nationals, who holds visa from above categories pays more taxes or they should get less benefits/services from US government.
