Change the post 9/11 G.I. Bill to allow veterans who retired before 8/1/2009 to transfer education benefits to depenents

Many service members trying to transfer education benefits to dependents under the Post 9/11 G.I. Bill found that they may not be able to do so because they retired just shy of the August 1, 2009 deadline. This is unfair given the fact that some have served over twenty years and do not receive the same benefits of those that have served significantly less time. All of our veterans deserve this function. If they can risk their lives for their countries, they (and their families) ought to be able to live in it without the worry of intense financial burdens.
