Change A Power Of Congress

Currently; The U.S. Constitution Art. 1. Sec. 8. Currently States: "To borrow Money on the credit of the United States." This is inconsistent with The Bill of Rights Fourth Amendment which States: "Amendment IV
The right of the people to be secure in their persons, houses, papers, and effects, against unreasonable searches and seizures, shall not be violated, and no Warrants shall issue, but upon probable cause, supported by Oath or affirmation, and particularly describing the place to be searched, and the persons or things to be seized" We, The Undersigned, therefor believe U.S. Constitution Art.1Sec8. needs to change to the following: "At no other time, except in a time of war and whereas war is a last resort, to borrow money on the credit of The United States."
