Every bill proposed in congress should come with a justification document to describe and argue how this legislation is what is best for the people.
The constitutional authority to enact the bill should be described and any interpretations made should be explained.
The benefit to the people should be described and supported including such details as who is benefiting and how they are benefiting.
Any drawbacks should be described included who will face these drawbacks.
A case should then be made that the benefits out weigh the drawbacks and that the sacrifices being made by people are appropriate.
Congress must be held accountable that they are making their case in good faith.
The justification should be accessible to the people at all stages.
