In the State of Washington alone there is a list of 35 crimes & felonies, where after a period of 5 years past conviction, a person is then allowed to have unsupervised access with children, even children with special needs. Crimes include but are not limited to residential burglary, custodial sexual misconduct, malicious mischief, & promoting prostitution 1 & 2. This falls under WAC 170-06-0120 Director's list. Other states have similar lists, with varying limits of time that must pass before a convicted felon or criminal may have unsupervised access to children in a daycare setting. This is a HUGE danger to children, but especially children with special needs. The laws in every single state need to be reformed so that convicted felons are NEVER allowed unsupervised access to children.
