Too often are our soldiers compromised due to the Rules Of Engagement. If a hostile force drops their weapon in combat, they can no longer be fired upon. What is to stop that soldier from taking cover and picking up another gun and firing again? If a civilian is a possible threat to a mission (Being a possible hostile informant.) why can they not be eliminated for compromising an operation?
