Change the School System to be like Finland's

We are looking for a school system that will become more like Finland's school system. Why?
-66% Finland's students go to college
-Students get more extra help in their schools
-Teachers all are required master degrees
-Less stress for students, no standardized exams until 16. And little homework or tests until teen years.
-Students are more focused on
-Teachers are chosen are from top of their class
-Over 90% of the students graduate from high school
-Teachers are treated as doctors and lawyers
-Student learn better
