Require that we leave the antiquated rural school schedule to one that is more urban. What this would be is to end the three month off summer vacation for a system that would promote:
a) better educated students
b) higher salary for teachers
c) reduction in crime during this summer months.
Simply establish that we go to a four weeks in school with two weeks off cycle that is year around.
The time off will still equal three months it will now just be broken up through out the year.
