No seat belts should be required if adults are travelling under 25mph in any type of vehicle. Seat belt laws should be enforced if people are travelling 30mph or higher. It is safe to drive anywhere in any type of vehicle on any type of roads with speed limit below 25mph. It is even safer in urban environment due to traffic congestion, people are moving at turtle pace. Not only it makes sense but it will free up law enforcement personnel to pay attention on other important traffic and criminal issues and free up judges from unnecessary case load caused by traffic tickets for not wearing seatbelts.Since many African American and Hispanic were accusing police for stopping them because of their race, so, the seat belt law was passed to provide tools for the law enforcement personnel to stop.
