Change Special Operations Forces retirement pay to include all pays that veterans received while on active duty.

While on active duty, Special Operations Forces receive a significant amount of special pays that are not reflected in the amount of pay they receive upon retirement. The members of the special operations community effectively retire at 25% of their monthly pay after 20 years of service as opposed to a military member that has not received special pays and retires at 50% for the same amount of time in service. Adding special pays to retirement for Special Operations Forces and other military members that receive a significant amount of their pay from special pays while on active duty would show the military members and their families the appreciation that their country has for their sacrifices.
