Change the SSA Appeals council policy to review cases based on original disability filing date vs. appeal file date

The wait is just too long for an Appeals Council hearing. After an original disability filing, denial, appeals, my process is not complete and will be 5.5 years before it is (plus the year of not working before filing). No income for this long is detrimental to anyone waiting for a ruling. I believe the appeals council should look at the original SSDI filing date as opposed to the date in which the appeal was filed and schedule these hearings first. People are at risk of losing their homes, bankruptcy, no food on the table, not taking medications, and mental health issues associated with these situations.
