Change SSI disability regulations so that C.O.L.A. increases are not counted as income in regards to other benefits

I am disabled and cannot work. I receive SSI disability, Section 8 Housing & SNAP benefits. Each time I get a COLA increase, SNAP benefits are cut and my share of rent goes up so that I end up with less to live on. This is because SNAP & Section 8 are income based. If COLA's were not considered income but to offset the increase in the cost of living as defined it would not affect other services. Please amend the regulations as necessary to reflect this.
