change the tax code to reimburse the 10% fine for early withdrawal of 401 or 457 pension for 2008-2012.

I lost my job in 2008. I was unemployed for over two years. I am currenlty under employed earning half of what I was earning in 2008. I have been forced to take withdrawals from my 401K pension account to pay my mortgage. Because I am not yet 59.5 years old, I have to pay a 10% tax on early pension withdrawals. While it hurts to have to withdraw early from my retirement account, it hurts even more to have the federal government take 10% of my investment for early withdrawal. The 10% penalty was designed to encourage pension savings. But now wtih the bad economy I suspect millions of people have had to turn to their retiremant accounts to make ends meet. Please refund this 10% tax/fine on early pension withdrawal to Americans.
