change the tax code so a deduction is given to an employer for each job created. NO JOB, NO TAX BREAK.

"Job creators" should be rewarded and supported for doing just that. They should earn their rewards the same way their employees earn their salaries. They should get tax breaks and other support from the US Government when they can prove they provided actual jobs. They should QUALIFY for help.
