change the tax laws to allow refunds to only those households that earn an income by working, no refund if on assistance

Those drawing public assistance receive thousands of dollars in tax refunds in excess of any income earned.
We propose a change to the tax law to make it mandatory to have earned an income via work or investments to receive any refund in INCOME tax.
Refunds should never be in excess to taxes paid.
